 The development of the 191-1 standard from prestandard (ENV) to harmonized (hEN) standard, occurred in 2001, required all EU countries to adhere to it.
Since then, each of the 27 admitted cement types produced in the EU must comply with the same requirements, use the same components, meet the same composition limits and be periodically inspected, with the same rules, by a Notified Body qualified at European level, that issues, if everything is all right, a specific certificate of conformity.
